The Central Cascades Winter Recreation Council was formed in an effort to enhance the cross country skiing, back country skiing, dog sledding, ski jouring, snow shoeing, sledding, and snow play experiences within the the I-90 - Hwy 97 Corridor (Snoqualmie Pass and Blewett Pass).

ABOUT THE SNO-PARK SYSTEM in Washington State

SNO-Parks were created in the 1980’s, initially as a place for people to park their vehicle while visiting and recreating in places that had snow. It was a mechanism to fund areas to be snow plowed. Snowmobile SNO-Parks were also created as a mechanism for snowmobilers to recreate as well. As the SNO-Park system evolved, groomed cross country ski trails evolved.

Currently, funding for the Winter Recreation Program is through the sale of SNO-PARK permits, which cost $10 per car per day, or a season sticker (which can be transferred between two vehicles owned by the same person) is $30, plus $30 if you wish to purchase the special grooming sticker that is required for some SNO-Parks that have groomed trails.

Funding for some functions of the Winter Recreation Program occur through RCO grants. RCO grants can be used for education and enforcement such as adding on additional staff. Additionally, grooming or other trail related projects such as warming huts, signage, etc. can also be obtained through RCO grants.

RCO grants can be obtained from government agencies such as the U.S. Forest Service, Washington State Parks, or Kittitas County Parks and Recreation District #1. Private Clubs can also apply for RCO grants.

Additionally, it should be noted that operations of a SNO-Park are not necessarily 100% funded through the sale of the SNO-Park permit. As an example, the restroom facilities at the Hyak SNO-Park see a huge increase usage resulting in a higher Water & Sewer bill, which is absorbed by Lake Easton State Park through its normal budget.
